Possibly: Difficulty breathing and headaches are potentially serious symptoms. I would get into your primary care as soon as you can. Testing oxygen levels is a simple matter of putting your finger in a probe that most offices have these days. That said, presuming you are typically healthy, low oxygen levels would not be the first thing to come to my mind as an explanation for your symptoms.

Possible yes: Your symptoms could be an indicator of lower oxygen levels, however, they are also non-specific. Other explanations are also possible. I recommend you see your doctor, get a physical exam, review inhaler use, and check oxygen levels all during one visit.

Yes but no evidence: Hyperbaric oxygen therapy is used in europe for behavior problems such as autism, but it is not approved in the us for these purposes because there is no substantive evidence it is beneficial. The studies reported so far where poorly done, and poorly controlled. More research needs to be done to show a benefit.

Depends on patient: Oxygen in tanks is "100% oxygen", and should be considered a medication. The amount of "100% oxygen" used varies from patient to patient. The oxygen from the tank mixes with air from the environment, so that a patient breathes in somewhat enriched air. Doctors do worry that if a COPD patient gets too much oxygen, he will take fewer breaths per minute, and make his carbon dioxide level go too high.

Low CO2, alkalemia: Deep or rapid breathing removes more gaseous co2 leading to less co2 in the blood and associated alkalemia - it has a minimal effect on oxygenation except in disease states.
