Eyelash Regrowth: Eyelashes pulled out by extensions or mascara can take months to regrow. If the eyelash loss was due to chemo, it could take a year or more. If the eyelash follicles are permanently damaged from repeated trauma (like trichotillomania/pulling or glued-on lashes over time) they may never regrow on their own, and you would therefore require an eyelash transplant to regrow lashes in that area.

Itchy area: It could be due to a dermatitis involving that specific local area, such as contact dermatitis or fungal infection. The area should be examined by a physician to find out exactly what this means.
