Blood Alcohol Level: Currently in the US it is 0.08 % (in all states). In countries like Mali, Pakistan, United Arab Emirates (UAE) or Saudi Arabia it is 0.00 by Muslim Law. The only countries I could find with a higher Blood alcohol content % were
Cyprus at 0.09 (but it is changing to 0.05) & Swaziland.

Likely none.: These terms appear to be interchangeable. There is a difference between blood alcohol content by mass and blood alcohol content by volume, since 1 ml blood equals 1.06 grams of blood. These measurements differ in this way in different parts of the world.

Ethanol clearance: There is wide variation in the metabolism of ethanol. The unhabituated drinker clears ethanol from the blood stream at an approximate rate of 15 to 20 mg/dL per hour. Patients with chronic ethanol abuse can clear ethanol at a rate of 25 to 35 mg/dL per hour, or even faster in some cases.
Euphoria and mild deficits in coordination, attention, and cognition are seen w/ BAC of 100 mg/dL.
