Blocked nasal : I am not sure what the blockage is due to but for your daughters sake it would be good to get it repaired at 13 years of age. This can be congenital (from birth) but can also be due to cysts, polyps, etc. In the end having 2 functional nostrils will be better in the long term.

Confusing question: I suppose a kid could have a deviated nasal septum present from birth, often from compression by the womb during pregnancy.If so many would wait until the skull stops growing about age 9 before proceeding with a repair.
