Rib nerve issue: Two things come to mind.
1) intercostal neuralgia/neuritis where the nerves that run under each rib are damaged. A simple injection with fluoroscopy can help.
2) thoracic spine radiculopathy: the nerves coming out of the mid-back provide the sensation to the skin wrapping from the mid-back around to the front of the chest. If the nerve is inflamed or "pinched" is will cause pain or numbness.
