Viral stomatitis: Is the most common cause of these symptoms, can be associated with a high fever usually in kids under 6, if lasts longer than a week, the child should see his pediatrician for a blood test , or sooner if he won't drink and urinate.

Many possibilities: If teeth ulcers are abscesses than decay is the main cause and bleeding gums could be periodontitis or bone and gum loss. You definitely need to bring your daughter to her dentist.
