No: Raw meat is known to transmit other pathogens but not directly known to be transmitters of HIV or hepatitis b in particular.

No: Unless "raw meat" is a metaphor. You don't get these from food. However, raw meat ("steak tartare", etc.) puts you at risk for toxoplasmosis, and if it's pork for stuff that's even worse. I've never known a pathologist who eats any animal product undercooked.
