Not if loose: Extra skin is foreskin. Ur like more than 50% of world's male population if uncircumcised. No concern if it retracts easily for hygiene. Same applies if your question relates to extra foreskin remaining after circumcision. Should be treated if extra skin is either stuck to glans or forms tight ring. Urologist can help if this is the case. Either way, don't be concerned, either no problem or fixabl.
