Usually its male: Usually smaller lips and mouths are a feminine attribute, but that is not always the case. A lot depends on the size of the head, the width and height of the head, size of nose, the shape of the jaws. A lot of subtle characteristics determine how particular attributes are desirable.

Are smaller eyes and mouths and thinner lips considered masculine features?

Possibly: Feminine features are definitely "larger" eyes and fuller lips, so the converse could be considered masculine. It is also considered masculine to have a lower brow and a relatively low lid crease. Men generally have larger noses, eyes that are perceived as smaller (they are actually the same size as women's), and thicker eyebrow hair.
