Yes, and yes: Sure, proper use of a condom can be quite effective at preventing pregnancy. A man with a low sperm count, and also depending on the actually amount as well as quality/health of the sperm, he has a lower chance of impregnating a woman. So, combination of the two will lower the chance of pregnancy.
