Chili bake offs: Wow - tremendous potential for problems - but trust your judgement - vendors don't intentially try to make people sick but improper storage of ingredients can cause problems, improper handwashing by the cooks can cause issues. So - try to watch the chili being made - if you see things concerning - pass that chili up. But generally the chili is safe.
