Allergic or irritant: Anything that itches usually itches worse in the evening - because during the day your mind is on more important matters, so you don't notice the itching until after work when you relax. Top-of-foot rashes are usually an allergy or irritation from your shoes or some component of them (not athlete's foot). If 1% Hydrocortisone cream doesn't help, see a dermatologist for a precise diagnosis.

RED SPLOTCHES: Your "red splotches" can be a result of many things: reaction to medications is a common cause. There are things we do not know about you: male or female? Age bracket? What medications do you take? How long have these blotches been with you? Your should see your regular physician or, better still, a dermatologist.

Is their any : Rash? Or peeling skin? Anytime of dermatitis could cause itching. Sometimes, people use the word "itching" when in fact they have a "neuropathy" = nerve pathology. Ordinarily, standing still should not cause itching of the feet and calves - therefore if you don't see any skin issue i would visit the doctor.

Itching: On a foot may be caused by a fungus. It may also be a sign of neuropathy, or even a strained muscle or ligament may burn or "feel itchy". I would examine the skin to see if it is scaly at all and if yes then apply antifungal cream. Next, i would look for any signs of a flat or "falling arch" and if present recommend arch supports.
