Best of the counter cream for phimosis?

1% hydrocortisone: Available in some drug stores or check via google.Com. Most effective creams are prescription strength such as 0.1% Betamethasone or kenalog (triamcinolone). Best of luck, however, cream may not necessarily work at your age, and definitely won't work if phimosis is scarred, in which case circumcision or prepucioplasty will be required. This should be covered by medical insurance.
