Skin diseases: Skin lesions are needed to be looked at or at least we need to hear more description about the rash. Several things can cause a skin rash including infections and allergies like in contact allergy, food allergy, drug allergy... Please come see a local physician to be evaluated.

Skin care: Skin irritation due to dry skin in winter is common, not necessarily being allergic or atopic. Bathe with cream soap, pat your skin dry, moisturize right away when it is still damp, you will feel the difference, do it with every bath, preferably every night, you can then apply a thin film of OTC hydrocotisone cream 1% on the really affected areas, except your face, if needed, good luck
