INFECTION: Having smelly discharge from the belly botton means infection. It has to be cleaned and apply antibiotic cream.

Minor vs major issue: This can be simply a reflection of a simple infected bug bite or poor hygiene in the area leading to a skin infection. There are rare cases where the bladder is connected by a remnant of fetal development to underside of the belly button and can produce such a "leaking". It would be wise to have it evaluated.
