Yes: You likely have to miss more than 1 or 2 pills to cause you to miss your period. Women with pcos often miss periods, though and these medications aren't meant or intended to regulate your periods. At 23, if you're not trying to conceive and if you miss periods, you should be on birth control to help prevent pre-cancer of the uterus. Women with pcos = higher estrogen.
