Need context: This question has different answers depending on age and if breast feeding..All women have one breast larger than the other. We are asymmetric beings. In early puberty yes one breast can be larger and the other catch up and some girls do have different sized breasts by as much as a cup size. It is common in breast feeding for breasts to be different. If you have concerns, see your doctor.

Yes: Very often one breast may be more productive due to more active ducts/glands. If your breast are not the same size, the larger one may make more milk.

Surgery: There is no pill, exercise or other "natural" enhancement aid that can give the same consistent, predictable results that breast augmentation surgery with implants can. Eating foods that are "good for breast health" will not make your breasts larger at age 31. If you wanted to consider plastic surgery with implants, that would be the best option. An overlapping: breast can cause an artifact on a normal SPECT that causes a cardiac defect on the scan. The photons are absorbed, or attenuated, by the breast tissue. There is no real abnormality. If that is what it is, the scan is essentially normal.
