Yes, they can, but: Yes a ct of the head can detect a large tumor that has a considerable amount of edema, smaller lesions without much edema can be missed in ct scans. In general, mri's are more sensitive and should be used to diagnose mass lesions.

Yes: It can detect a brain tumor, but will be better able to detect a tumor if it performed with IV contrast. Mri with contrast can detect very small tumors that may not be seen with a ct scan. However, it is very uncommon for a 28 yr old to have a brain tumor- not impossible- just uncommon.
