Median arcuate ligament syndrome certainly could be the cause of your pain, and surgery could help, but you have to exercise a lot of caution here. It is what we call a diagnosis of exclusion, which means that we have no way to prove that it is the cause of your pain. I always recommend before undergoing surgery that you have a second opinion at a major university gastroenterology department.

I don't know what medicine you stopped that made you have the diarrhea, but the risk for having diarrhea for this long is the possibility of dehydration and electrolyte loss. If you are feeling really bad, go to your doctor or to the emergency room. Otherwise, see your doctor or a gastroenterologist to sort out the reason for the diarrhea.

an EKG is going to be a better predictor of a problem that is going on with your mom's heart than your mom's limbs. Although limb pain can sometimes be associated with cardiovascular issues such as the heart not being able to pump blood to a limb, but an ekg is not the right nor only test for this. please have your mom get a full evaluation from a physician.

Heat rashes are very common especially in moist places like the groin, arm pits, and feet. They can take many forms and can itch or not. Usually triggered by hotter temps that you describe but there are substantial individual differences in the level of heat and moisture required for triggering. If it is a huge problem for you, see a Dermatologist for suggested treatment.
