Yes and No: Neurosurgeons and some orthopedic surgeons treat conditions of the spine. Pain, both in the back, and down the arms and/or legs may be amenable to surgical treatment depending on the specifics of the case. Additionally, doctors who specialize in pain or rehabilitation medicine may also be very helpful for certain conditions that afflict the back.

Depends...: Spinal stenosis of the lumbar spine can cause a condition called neurogenic claudication. The symptoms of this are difficulty walking long distances. The longer you walk the weaker and more painful your legs become. Flexing forward (ie: using a walker or shopping cart that you lean on) often helps relieve the symptoms. Surgical decompression of the stenotic area has been shown to be very effective

Thoracic disc : You have what sounds like a thoracic disc herniation. These make up a small percentage of disc herniations (most being in the cervical or lumbar spine). Many are asymptomatic but some can cause signs of spinal cord dysfunction (weakness, difficulty walking, bowl and bladder issues, etc) and/or pain in a pattern that radiates around the chest wall.
