Probably never: Plastic surgeons will do some pro bono work in cases of accidents, traumas, etc. A breast lift is cosmetic and it will be almost impossible to find someone who will do it for free. You may want to look into a resident clinic where procedures are don by residents in training and costs are greatly reduced.
