It sounds more like the hair follicle has gotten twisted or corkscrew-shaped.

If you scratched hard enough to cause open sores there'd be a chance of further infection, but most likely it'd be a bacterial infection.

Sounds like alopecia areata, but with itching, I'd get a fungal culture from the areas to rule out a fungus infection as cause.
