Hyperpigmentation: Sounds like the bleach caused an irritation, which can lead to temporary darkening (post-inflammatory hyperpigmentation) especially in darker skinned individuals. Protect the area from sun exposure and give it time to resolve.

Bruise or hematoma?: If it's recent, the colors make it sound like a resolving hematoma or bruise. If it is still present after a month, you should see a dermatologist.
