Not sure: You definitely need to see a dermatologist who can do photo testing to see what the rash is. They shine light on your skin from a 'light box' and see if the rash is produced. A biopsy could also be done when you have the rash.

Do not be worried: If the rash is on both sides of the chest, then you might have folliculitis, which is an inflammation of the hair follicles. If you work out, this could happen. Try an over the counter benzoyl peroxide wash (mildest) and if there is not improvement see your PMD or dermatologist.

May not be that: If your hair is continuing to fall out, I would see an endocrinologist or dermatologist. Your thyroid levels should be checked. Your also need to be sure you are not iron deficient (ferritin level). Hormonal levels should also be evaluated.

First try vaseline: Hard to say if the skin is just very dry or it is eczema. Apply no soap to those areas, and showers should be short. No bathes and skipping a shower is a great idea. If all this does not work, see a dermatologist.

See no reason: I do not see a reason to wash your face before exercising, unless it feels oily.

Can bleach anytime: even after the cream has dried on your face it can bleach colored items. That is why it is best applied at night.
